H.R. 7448 — Modernizing and Improving the National Terrorism Advisory System Act of 2026

This section directs the Secretary of Homeland Security, not later than one year after enactment, to submit to the House Committee on Homeland Security and the Senate Committee on Homeland Security and Governmental Affairs a strategy to modernize the National Terrorism Advisory System (NTAS)—which issues bulletins and alerts on terrorism threats. The strategy must consider (1) designating a specific DHS office or official to oversee NTAS, (2) criteria, protocols, and procedures for issuing and sunsetting bulletins and alerts, (3) public accessibility and use, (4) current effectiveness in communicating timely threat information to the public, (5) impacts on Federal, state, local, Tribal, and territorial law enforcement and emergency responders, and (6) mechanisms to maximize audience reach. In developing the strategy, the Secretary must engage stakeholders including the private sector and law enforcement for feedback, and the Comptroller General must submit an implementation report to the same committees not later than two years after enactment.
