H.R. 745 — Abundant American Resources Act of 2025

This section directs the Director of the Bureau of Land Management, the Chief of the Forest Service, and the Director of the Bureau of Ocean Energy Management to complete mineral value studies not later than three years after enactment of this section, including through contracts with private entities as needed. Specifically, it requires (1) the Bureau of Land Management Director to assess the dollar value of liquid, gaseous, locatable, leasable, and salable minerals in covered onshore areas under bureau jurisdiction; (2) the Forest Service Chief to assess the dollar value of liquid, gaseous, and locatable minerals in covered onshore areas under Forest Service jurisdiction; and (3) the Bureau of Ocean Energy Management Director to assess the dollar value of liquid, gaseous, and locatable minerals in covered offshore areas under bureau jurisdiction. The studies must include co-managed areas (i.e., under two or more federal agencies) and exclude units of the National Park System and national monuments designated as areas of critical environmental concern before January 1, 2000. Covered onshore areas include national monuments designated after December 31, 1999 (excluding marine national monuments), areas of critical environmental concern, and areas withdrawn from entry under the general mining laws or operation of the mineral leasing and mineral materials laws. Covered offshore areas include marine national monuments, offshore areas withdrawn from such entry or operation, and offshore areas designated as under moratorium. (Liquid minerals include crude oil; gaseous minerals include natural gas.)
