This section requires the Federal Emergency Management Agency (FEMA) Administrator to submit to the appropriate congressional committees—House and Senate Appropriations and specified authorizing committees—a report on all projects and activities funded through the Disaster Relief Fund (DRF), initially not later than 60 days after enactment and monthly thereafter. Each report must include (1) the DRF's total unobligated balance, obligated amount, and disbursed amount; (2) a breakdown by disaster declaration (major disaster or emergency) with the declaration name and date, affected States, territories, or tribal areas, cumulative obligated and disbursed funds, and percentage of obligated funds disbursed; (3) lists of public assistance projects submitted for approval, approved for obligation, and disbursed; (4) projects with obligation decisions pending more than 180 days; and (5) any withheld, deferred, or reprogrammed funds with reasons and estimated disbursement timelines. (The DRF, established under the Stafford Act, provides federal funding primarily for public assistance, individual assistance, and hazard mitigation following presidential disaster or emergency declarations.) This section further requires FEMA to post each report publicly on its website within 10 days of congressional submission and, not later than 90 days after enactment, to establish a uniform DRF reporting template consistent with federal open data standards with monthly rolling updates. It defines "obligation" as a legally binding FEMA commitment for disaster recovery payments and specifies the appropriate committees.
