H.R. 7463 — Foster Youth Postsecondary Education Access and Success Act

This section increases the maximum annual amount of an Education and Training Voucher under the John H. Chafee Foster Care Program for Successful Transition to Adulthood to $12,000 (from $5,000). This section also authorizes states to establish a grace period allowing a youth to continue participating in qualifying education or training activities after an assessment and consultation if the state determines that reasonable circumstances warrant the extension. In addition, this section directs the Secretary of Health and Human Services, in consultation with youth who have experienced foster care, to develop and issue model guidance to states and jurisdictions for implementation of the grace period provision.

This section requires states to make reasonable efforts to ensure eligible youth are aware of education and training vouchers under the John H. Chafee Foster Care Program for Successful Transition to Adulthood, including by coordinating with programs funded under subsection (h)(1), and to use a simplified, user-tested, and standard electronic application form with consistent terminology. It also authorizes states to use amounts paid from allotments under subsection (c)(1) for outreach related to voucher awareness and amounts paid from allotments under subsection (c)(3) for any purpose related to the voucher program.
