§2. Permanent authority for supplemental nutrition assistance program online purchasing
This section establishes permanent nationwide authority for the Supplemental Nutrition Assistance Program (SNAP) online purchasing program, previously operated as a pilot or demonstration initiative that enables households to use EBT benefits to purchase eligible food items online from approved retailers. It directs the Secretary of Agriculture to (1) begin transitioning to permanent operations within 120 days of enactment, with regulations marking completion; (2) issue regulations and guidance within two years addressing program integrity, consumer protections, and equitable access; (3) consult State agencies, retailers, processors, advocates, and other stakeholders on lessons from 2014-2025 operations; and (4) submit a report to the agriculture committees of the House and Senate within 120 days describing the consultation process and recommendations.
