This section directs the Secretary of Labor, acting through the Occupational Safety and Health Administration (OSHA), to issue non-mandatory guidance to employers no later than 270 days after the date of enactment on (1) acquiring and maintaining opioid overdose reversal medication and (2) offering voluntary annual training to employees on the usage of such medication. For this section, the term "employer" has the meaning given in section 3 of the Occupational Safety and Health Act of 1970 (29 U.S.C. 652)—generally, a person engaged in a business affecting commerce who has employees, excluding the United States (except the United States Postal Service) and any state or political subdivision—except that such term does not include the United States Postal Service.
This section directs the Secretary of Labor, acting through the Occupational Safety and Health Administration, to issue regulations not later than 270 days after enactment requiring each federal agency—including the Veterans Health Administration notwithstanding 38 U.S.C. 7425(b)—to acquire and maintain opioid overdose reversal medication and offer voluntary annual training to employees on its use.
