H.R. 7492 — Michigan-Canada Partnership Act

This section states congressional findings recognizing the Gordie Howe International Bridge as critical U.S. transportation, trade, and national security infrastructure connecting Detroit, Michigan, and Windsor, Ontario; highlighting the Detroit-Windsor crossing as North America's busiest commercial land border; and affirming bipartisan support for its construction under a 2012 Michigan-Canada agreement, ongoing progress since 2018, and the risks of federal interference to U.S. workers, supply chains, and economic interests.

This section prohibits Federal officials, including the President, from impeding the opening of or attempting to close the Gordie Howe International Bridge (i.e., new U.S.-Canada crossing between Detroit, Michigan, and Windsor, Ontario) and its associated port of entry unless approved by Congress or requested by the Governor of Michigan. It directs Federal agencies to take all necessary actions for the bridge's timely opening and continuous operation (i.e., per U.S. Customs and Border Protection staffing models); prohibits officials from impeding it through delay tactics or inaction; and authorizes the State of Michigan or affected local governments to sue in U.S. district court for compliance.
