H.R. 7495 — To authorize the establishment of memorials to the Wisconsin infantry officers and enlisted men who fought in the Battle of Antietam and the Second Battle of Bull Run, and for other purposes.

This section authorizes the Secretary of the Interior to approve suitable locations within Antietam National Battlefield for a memorial to officers and enlisted men of the Second, Third, Fifth, Sixth, and Seventh Wisconsin Infantry Regiments who fought at the Battle of Antietam on September 17, 1862, and within Manassas National Battlefield Park for a memorial to officers and enlisted men of the Second, Sixth, and Seventh Wisconsin Infantry Regiments who fought at the Second Battle of Bull Run on August 28–30, 1862. The Secretary must select the entities responsible for establishing the memorials (subject to design approval), prohibits use of federal funds for design, acquisition, site preparation, or installation, allows suspension of authority for fundraising misrepresentations, requires annual progress reports until installation, and assumes maintenance responsibility thereafter (with authority to accept contributions).
