H.R. 7501 — Safe Flights for Passengers and Flight Crews Act

This section requires the Federal Aviation Administration (FAA) to regulate passenger-carrying scheduled charter operations—defined as public charters under 14 CFR part 380 offering advance departure location, time, and arrival location—as domestic or flag operations under 14 CFR part 121 when using aircraft with more than 9 passenger seats (excluding crew seats), effective 90 days after enactment regardless of FAA rulemaking. (Part 121 imposes stricter safety, training, and operational standards than part 380 or on-demand part 135 rules previously applicable to such charters.)
