This section designates the Department of Veterans Affairs outpatient clinic located at 201 East Merle Hibbs Boulevard in Marshalltown, Iowa, as the Staff Sergeant William Nathaniel Howard VA Clinic (or Nate Howard VA Clinic). It provides congressional findings on the service and sacrifice of Staff Sergeant Howard, a Cavalry Scout in the Iowa National Guard killed in action in Syria in 2025, and specifies that references to the clinic in any federal law, regulation, map, document, paper, or record shall be construed as references to the designated name.
