H.R. 7513 — GSIB Act of 2026

This section requires each global systemically important bank holding company (GSIB) to submit an annual report to the Federal Reserve Board describing its activities during the previous year and objectives for the following year. The report must include descriptions of (1) the company's size, complexity, subsidiaries, and branch networks; (2) enforcement actions against the company or affiliates—including labor, health/safety, and consumer protection violations—the number of consumers, employees, or investors harmed, and employees dismissed for misconduct; (3) capital market activities, including trading desk structures, inventory metrics, Volcker Rule compliance, trading profits, and shareholder rights; (4) use of forced arbitration clauses; (5) compensation and clawback policies, pay ratios by decile (including base vs. incentive pay and minimum wage data), and vendor minimum wage stipulations; (6) board/senior executive diversity and workforce diversity, inclusion, and supplier diversity policies; (7) cybersecurity and consumer data protection approach; (8) whistleblower and ethics complaints, issues, and resolutions; (9) climate risk actions, including financed emissions targets (aligned to 1.5 degrees Celsius), offsets, fossil fuel financing, and impacts of 3 degrees Celsius warming; and (10) involvement in projects contributing to or mitigating environmental harms to communities of color or indigenous peoples, including oil and gas activities.
