H.R. 7519 — Army Corps Congressional Engagement Act

This section establishes an annual briefing requirement, beginning in each calendar year after enactment, for the District Commander of each U.S. Army Corps of Engineers district to provide—virtually or in-person—to each office of a Member of Congress whose congressional district is fully or partially located in that Corps district regarding Corps-involved projects (i.e., funded, led, or consulted on by the Corps) that are located fully or partially in both the Corps district and the congressional district and within a watershed. The briefing must convey, for each such project, (1) its location (including other congressional districts involved); (2) status and progress toward completion, including any delays; (3) Corps funding expended to date and during the reporting period, plus estimated additional funds needed; (4) a list of project expenses since inception and for the reporting period; (5) summaries of environmental and local community impacts and of Corps engagement with non-Federal sponsors or the public; (6) opportunities for related studies or project authorizations in the same congressional district; (7) any requests for additional appropriations; and (8) a question-and-answer period for the Member and staff. If the briefing is not provided by December 1, the District Commander must submit a written statement to affected congressional offices by December 31 explaining the delay, any scheduling contacts made, and plans to schedule the briefing. If that statement is not submitted within 30 days after its due date, the Inspector General of the Army must investigate the failure and report the results and recommendations to affected congressional offices and the Committees on Armed Services and Transportation and Infrastructure (House) and Armed Services and Environment and Public Works (Senate). "Member of Congress" includes Delegates and Resident Commissioners to Congress.
