H.R. 7551 — HILTON Act

This section prohibits the head of a federal executive agency from entering into contracts for covered services—defined as lodging, transportation, food and beverage, healthcare, vehicle rental, property rental, or storage—with an entity that, during the preceding one-year period, (1) refused a covered service to a federal law enforcement officer due to the officer's official duties or (2) had a policy expressly permitting such refusals. Entities under common control (per IRC §§52(a)-(b)) are treated as a single entity for these purposes. The agency head may waive the prohibition if (1) no comparable provider is available within a 50-mile radius for a necessary service or (2) the entity is a parent company that takes sufficient remedial action against a subsidiary that refused service.
