H.R. 7557 — Respect NATO Allies Act

This section states the sense of Congress that—(1) the North Atlantic Treaty Organization (NATO) alliance, including Article 5's collective defense principle, is critically important to U.S. national security; (2) North American and European security amid threats from China and Russia is best assured through NATO; (3) prioritizing Arctic security is a shared transatlantic interest, with the United States committed to NATO cooperation to improve Arctic security outcomes; (4) Arctic security must be achieved collectively through cooperation, deterrence, and upholding United Nations Charter principles such as sovereignty, territorial integrity, and inviolability of borders; (5) the United States is committed to respecting the democratic sovereignty of NATO member states and protected territories under Article 6 of the North Atlantic Treaty; and (6) amid growing threats, the United States must leverage NATO to promote allied cohesion and resolve differences through dialogue and cooperation.

This section requires a joint resolution of approval before the President may impose or increase any tariff or other duty or reduce any quota or tariff-rate quota on articles imported into the United States from a NATO ally on or after the date of enactment. The requirement does not apply to (1) antidumping and countervailing duties under title VII of the Tariff Act of 1930, (2) duties imposed or increased or quotas or tariff-rate quotas reduced under chapter 1 of title II of the Trade Act of 1974, or (3) duties imposed or increased consistent with certain dispute settlement panel rulings under bilateral or plurilateral free trade agreements or the Uruguay Round Agreements Act. This section defines NATO ally as a country that is a member of the North Atlantic Treaty Organization or any territory to which Article 5 of the North Atlantic Treaty applies.

This section establishes expedited procedures for a joint resolution of approval of a proposed action imposed with respect to an article, applying subsections (b) through (f) of section 152 of the Trade Act of 1974 (19 U.S.C. 2192)—which govern introduction, committee referral to Ways and Means (House) or Finance (Senate), discharge after 30 days, floor consideration, debate, and votes—to such resolutions. The section further provides that any Member of Congress may introduce the resolution and enacts the procedures as a House and Senate rule, superseding inconsistent rules only for these resolutions.
