H.R. 7558 — AIMS Act of 2025

This section sets forth congressional findings regarding Section 1635 of the National Defense Authorization Act for Fiscal Year 2008 (P.L. 110-181; 10 U.S.C. 1071 note), which directed the Secretaries of Defense and Veterans Affairs to jointly (1) develop and implement interoperable electronic health record systems and accelerate health information exchange between the departments; (2) establish the Department of Defense-Department of Veterans Affairs Interagency Program Office (with a Director and Deputy Director) and conduct pilot projects on technological approaches; and (3) submit annual reports to Congress and the public, with semiannual progress assessments by the Comptroller General.

This section directs the Secretaries of Defense and Veterans Affairs to jointly adopt and use interoperable image-sharing software technology for medical images and related data that is accessible across Military Health System (MHS) facilities (including the GENESIS electronic health record platform), Department of Veterans Affairs (VA) medical facilities and clinics (including the Federal Electronic Health Record platform), and non-Department providers under 38 U.S.C. §1703. The technology must enable full interoperability among these entities. Not later than 180 days after enactment, the Secretaries must brief the House and Senate Armed Services and Veterans' Affairs Committees and submit a report on a plan and timeline for achieving this interoperability, including (1) expansion of vendor contracts meeting interoperability standards, (2) an assessment of baseline interoperability with external partners such as community imaging providers, and (3) identification of one or more licensed software solutions meeting specified criteria (e.g., SMART on FHIR and OAuth2 integration standards; Digital Imaging and Communications in Medicine (DICOM) for images; synchronous mobile data exchange with alerts; enterprise-scale deployment; patient-centric features aligned with VA wearable data sharing).
