This section directs the Secretary of State, within 30 days of enactment, to certify to Congress that Department of State oversight policies, processes, and procedures ensure sufficient food assistance for Gaza civilians—all children receiving at least three nutritious meals daily and all other civilians at least two—developed in coordination with the World Food Programme, UNRWA, other UN agencies, bilateral and multilateral donors, international NGOs, Israel, and Palestinian representatives, as appropriate. The section further requires (1) concurrent submission of a written description of oversight policies for U.S., donor, and NGO food assistance and Israel's role; (2) a public report within 30 days after certification detailing food assistance amounts, persons served, donors, and distribution methods; and (3) prompt notification to Congress of any denial of entry, diversion, or misuse of such assistance, including incident details and the Department's response.
