H.R. 7566 — Federal Jobs Guarantee Development Act of 2026

This section establishes a competitive grant pilot program administered by the Secretary of Labor to enable eligible entities—defined as political subdivisions of a state, Tribal entities (as defined in 25 U.S.C. 5304), or combinations thereof with unemployment rates at least 150% of the national rate—to operate job guarantee programs ensuring employment for any qualifying applicant. A job guarantee program must offer jobs to individuals 18 years of age or older who reside in the served area as of the entity's eligibility determination (subject to discipline or removal for negligence or disruption); respect existing collective bargaining units; last for the pilot's duration; pay at least the greater of wages specified in S. 2488 (118th Congress) or local requirements, the Davis-Bacon prevailing wage, or applicable collective bargaining agreements; provide health coverage comparable to the Federal Employees Health Benefits Program; and offer paid family and sick leave consistent with S. 1714 and S. 1664 (118th Congress), respectively, or state law. Grant funds may also support (1) supportive services such as transportation, child care, housing, and needs-related payments; (2) workplace learning advisors for education, training, career planning, and credentials; (3) adult education and literacy activities; (4) reentry assistance for justice-involved individuals; and (5) financial literacy activities. Federal funding terminates after three years or upon grantee revocation, and applications must describe the served area's demographics and economic indicators including unemployment, underemployment, poverty, housing vacancy, crime, income, homeownership, and labor force participation rates.
