H.R. 758 — Mail Traffic Deaths Reporting Act of 2025

This section directs the Postmaster General, not later than 90 days after enactment, to issue regulations requiring the U.S. Postal Service (USPS) to collect, track, and publicly report information on deaths and injuries from traffic crashes (defined to include commercial motor vehicle incidents resulting in a fatality, immediate off-scene medical treatment, or disabling damage requiring towing, but excluding boarding/alighting or loading/unloading) involving vehicles transporting mail. The regulations must (1) require USPS employees and contractors (of any tier) to report such crashes within three days (or via alternative procedures if seriously injured) using a standard form that includes crash details such as date, time, location, nature, contractor identification, injuries, fatalities, and contributing factors, with updates for changes; (2) direct maintenance of a continuously updated internal digital database of the information; (3) provide for annual public reports with aggregated statistics, trends, and analysis that protect individual privacy; and (4) authorize penalties against noncompliant contractors, including fines, contract suspension, or termination, based on crash severity and noncompliance history.
