H.R. 7581 — LOVE Act

This section establishes an eight-year Medicare demonstration program, to be implemented by the Secretary not later than 180 days after enactment, under which eligible hospitals (i.e., those performing kidney transplants) receive payment for the reasonable costs of operating a training program for facilitators. (The program trains facilitators to assist Medicare beneficiaries with end-stage renal disease in identifying prospective living kidney donors and to help Medicare-covered kidney donors, as provided under 42 U.S.C. 1395rr(d), navigate the donation process; the Secretary may waive Medicare provisions as needed.) The Secretary must report to Congress (1) initially, not later than six years after enactment, on the first five years of the program—including increases in living kidney donors and transplants (compared to the prior five years), transplant outcomes, Medicare cost savings from increased transplants and reduced dialysis, and qualitative data from interviews—and (2) annually thereafter for three years with updates on those metrics.
