H.R. 7582 — CAR Act

This section excludes automobiles from the definition of collectibles for purposes of the 28% maximum tax rate on long-term capital gains from collectibles (i.e., certain art, antiques, metals, gems, coins, etc.). (Thus, qualifying long-term capital gains from automobiles are taxed at regular rates of 0%, 15%, or 20%.) The change applies to taxable years beginning after December 31, 2025.
