H.R. 7600 — Postal Supervisors, Managers, and Postmasters Fairness Act of 2026

This section revises the negotiation process under 39 U.S.C. §1004 for U.S. Postal Service pay policies, schedules, and fringe benefit programs applicable to supervisors, postmasters, and other managerial personnel (who are not covered by collective-bargaining agreements under 39 U.S.C. ch. 12) by (1) requiring the Postal Service to provide written proposals to the supervisors’ organization and postmasters’ organization no later than 60 days before an existing pay decision expires or 60 days after a relevant collective-bargaining agreement is reached, with parties striving to resolve differences under existing consultation procedures; and (2) requiring a dispute resolution panel to issue a binding final determination on such matters no more than 15 days after issuing its recommendation (considering input from all parties).
