H.R. 7605 — African Development Foundation Termination Act of 2026

This section directs the President to conclude the outstanding affairs of the Foundation within 120 days of enactment; (1) deposits any unexpended balances of appropriations, allocations, or other funds into the general fund of the Department of the Treasury; (2) transfers all other assets, liabilities, contracts, property, and records to the Department of State—as determined by the Director of the Office of Management and Budget—solely for liquidation or oversight of existing multi-year grants until expiration; and (3) prohibits the Foundation from entering into new grants, loans, loan guarantees, or project agreements after enactment.

This section repeals the African Development Foundation Act (title V of Public Law 96-533; 22 U.S.C. 290h et seq.), which established the African Development Foundation—a nonprofit government corporation that provides grants to support grassroots, community-based economic development and self-help projects in Africa. It further requires the Secretary of State to submit to Congress a report containing proposed legislation for technical and conforming amendments to the U.S. Code to reflect the repeal.

This section requires the Foundation to provide appropriate notice to its employees for any reduction in force in accordance with applicable federal law, including the principles in 5 U.S.C. §§3501-3504 (i.e., criteria for employee retention based on tenure, veterans' preference, performance, and length of service) and related regulations.
