H.R. 7623 — Freedom House Ambulance Service Congressional Gold Medal Act

This section states congressional findings on the history, innovations, and legacy of the Freedom House Ambulance Service, the first U.S. emergency medical service staffed by paramedics with advanced training, founded in 1965 in Pittsburgh's Hill District to provide job training and lifesaving pre-hospital care amid inadequate existing ambulance services.

This section authorizes the Speaker of the House of Representatives and the President pro tempore of the Senate to present a single Congressional Gold Medal, struck by the Secretary of the Treasury, to the Freedom House Ambulance Service in recognition of its dedicated service to the Pittsburgh community and contributions to emergency medical services. Following the presentation, the medal is given to the National Museum of African American History and Culture at the Smithsonian Institution for display and research, with a sense of Congress that it also be displayed at other locations associated with the service.

This section authorizes the Secretary to strike and sell duplicate bronze medals of the gold medal struck pursuant to section 3 at a price sufficient to cover the costs of labor, materials, dies, use of machinery, and overhead expenses.

This section (1) designates the medal struck pursuant to this Act as a national medal for purposes of chapter 51 of title 31, United States Code, and (2) classifies all medals struck under this Act as numismatic items for purposes of sections 5134 and 5136 of such title.

This section authorizes the use of amounts from the United States Mint Public Enterprise Fund—a revolving fund for Mint operations—to pay the costs of striking medals under this Act and directs that proceeds from the sale of duplicate bronze medals be deposited into the fund.
