H.R. 7625 — MTS CYBER Act of 2026

This section declares nine congressional findings, including that maritime trade supports $2.1 trillion in economic activity (41.5% of U.S. global trade value); cyber threats to the marine transportation system (MTS) pose economic and national security risks; the Coast Guard and Transportation Security Administration share MTS cybersecurity oversight as delegates of the Department of Homeland Security and Department of Transportation (the MTS Sector Risk Management Agencies); the Biden Administration allocated $20 billion for U.S. port infrastructure without specified cybersecurity funding; and a Government Accountability Office audit of Coast Guard MTS cybersecurity capabilities and resources is necessary.

This section directs the Comptroller General of the United States, not later than 270 days after enactment of this Act, to review the Coast Guard's funding and resources needed to fulfill its Sector Risk Management Agency (SRMA) responsibilities, including (1) sufficiency of funding for sector risk management—including cybersecurity personnel, training, and enforcement—in light of section 9002 of the National Defense Authorization Act for Fiscal Year 2021 and Presidential Policy Directive 21; (2) Coast Guard personnel's ability to evaluate regulated entities' compliance with cybersecurity requirements; and (3) sufficiency of guidance to industry stakeholders on implementing and complying with cyber regulations, assessed against statutory requirements, federal benchmarks, and maritime cybersecurity best practices. The Comptroller General must submit the review's findings and recommendations to the Senate Committees on Commerce, Science, and Transportation; Appropriations; and Homeland Security and Governmental Affairs and the House Committees on Transportation and Infrastructure; Appropriations; and Homeland Security.

This section defines, for purposes of this Act— (1) the term "marine transportation system" as navigable waterways, ports, terminals, intermodal connections, vessels, and related infrastructure that facilitate the movement of goods and people by water; and (2) the term "Sector Risk Management Agency" or "SRMA" as having the meaning given that term in section 2200 of the Homeland Security Act of 2002 (6 U.S.C. 650).
