“To amend the Food Security Act of 1985 to include Indian Tribes in certain provisions relating to priority resource concerns.”
No CRS summary available for this bill.
This section includes tribal governments and tribal lands (as defined in section 2601 of the Energy Policy Act of 1992) alongside state and local governments and areas in priority resource concern provisions of the Environmental Quality Incentives Program (EQIP, which provides technical and financial assistance for conservation practices), Conservation Stewardship Program (CSP, which pays producers to maintain and improve conservation on agricultural lands), CSP stewardship contracts, and critical conservation areas. Specifically, it (1) inserts "tribal," before "or local" and adds tribal land references after "of a State" and "State or region" in EQIP and CSP statutory language; (2) revises CSP stewardship contract language to "as the Secretary determines to be" (from "that the Secretary determines are") and inserts "tribal," before "and local"; and (3) inserts "tribal," before "or local" in critical conservation area provisions. This section also makes a technical correction in conservation program definitions by updating cross-references to "section 4" (from "section 4(e)") and "5304" (from "450b(e)").
