H.R. 7628 — To repeal the provision of law that provides automatic pay adjustments for Members of Congress.

This section repeals the automatic annual pay adjustments for Members of Congress, Delegates, the Resident Commissioner from Puerto Rico, congressional leadership, and the Speaker of the House, effective upon the convening of the 120th Congress. It makes conforming amendments to specify that such pay rates are "adjusted as provided by law" (previously "as adjusted by paragraph (2) of this subsection"). (Thus, pay previously adjusted by the percentage change in the Employment Cost Index (ECI), capped at the General Schedule adjustment under 5 U.S.C. 5303, will require explicit legislation henceforth.)
