H.R. 763 — James J. Andrews and William H. Campbell Congressional Gold Medal Act

This section sets forth congressional findings concerning James J. Andrews, William Hunter Campbell, and Andrews’ Raiders, including their April 12, 1862, raid on the Western and Atlantic Railroad (the Great Locomotive Chase), their capture and execution by Confederate forces, the awarding of the first 21 Medals of Honor to raid participants (six on March 25, 1863, and additional awards including by President Biden on July 3, 2024), Chattanooga as the Medal of Honor birthplace, and related historical sites and depictions.

This section authorizes the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange the presentation, on behalf of Congress, of a single Congressional Gold Medal collectively in commemoration of James J. Andrews and William H. Campbell as the only civilian members of Andrews’ Raiders for their bravery during the Civil War's Great Locomotive Chase. It directs the Secretary of the Treasury to strike the medal and requires its transfer to the Smithsonian Institution for display and research, with a sense of Congress that it be displayed at the Charles H. Coolidge National Medal of Honor Museum and loaned elsewhere as appropriate.

This section authorizes the Secretary to strike and sell bronze duplicates of the gold medal struck pursuant to section 3, at a price sufficient to cover the costs thereof, including labor, materials, dies, use of machinery, and overhead expenses.

This section designates medals struck under the Act as national medals for purposes of chapter 51 of title 31, United States Code (i.e., authorizing their production by the United States Mint), and as numismatic items for purposes of sections 5134 and 5136 of such title (i.e., authorizing their sale and related accounting).

This section authorizes the use of amounts from the United States Mint Public Enterprise Fund, as necessary, to pay the costs of medals struck under this Act and directs the deposit of proceeds from the sale of duplicate bronze medals into that fund.
