H.R. 7633 — American Assistance Visibility Act

This section strikes the second sentence of section 641 of the Foreign Assistance Act of 1961 and adds section 641A to require the U.S. flag to be distinctively displayed on foreign assistance (defined to include tangible items such as buildings, equipment, vehicles, signage, food aid, medical supplies, commodities, banners, posters, websites, social media, and public outreach materials) as the sole visual-branding element. Exceptions are permitted on a case-by-case basis by the Secretary of State when required by international agreements, necessary for identifying implementing partners (with the U.S. flag remaining most prominent), or for other determined needs; the Secretary may also waive the requirement for safety or security reasons. The section further directs the Secretary of State to issue regulations specifying minimum size, color accuracy, placement, and other requirements to ensure the flag is clearly and prominently displayed.

This section specifies that the Act and its amendments apply to foreign assistance, as defined in section 641A of the Foreign Assistance Act of 1961, provided after the date of enactment.
