H.R. 764 — Global Health, Empowerment and Rights Act

This section provides that foreign nongovernmental organizations are eligible for assistance under part I of the Foreign Assistance Act of 1961 (i.e., bilateral development assistance programs) notwithstanding other laws, regulations, or policies, as follows: (1) such organizations are not ineligible solely for providing health or medical services—including counseling and referral services—with non-U.S. government funds, if those services comply with the laws of the country where provided; and (2) such organizations are not subject to requirements on the use of non-U.S. government funds for advocacy or lobbying activities beyond those applicable to U.S. nongovernmental organizations receiving such assistance.
