This section establishes a one-year pilot program requiring the Assistant Secretary for the Bureau of African Affairs and the Coordinator for Counterterrorism, as directed by the Secretary of State, to notify the appropriate congressional committees (i.e., House and Senate Foreign Affairs/Foreign Relations and Appropriations Committees) of additional information beyond existing law for new and existing foreign assistance programs under their authorities that use funds exceeding those available under existing law. The notification for each such program must include (1) working name; (2) country or countries of implementation; (3) funding mechanism (e.g., contract, grant); (4) total new funding amount; (5) new program or continuation/expansion status; (6) total funding needed over program life; (7) expected performance period for new funds; (8) total prior performance period; (9) implementing entity details; (10) objectives; (11) key components or activities; (12) chief of mission consultations; (13) significant underspend or overspend; and (14) performance improvement plan or added oversight.
