H.R. 7649 — Humanitarian Theft Enforcement Act

This section establishes liability for any foreign person or entity determined by the Secretary of State to be responsible for the unauthorized diversion or destruction of U.S. humanitarian assistance, including U.S.-funded aid provided by international organizations. It directs the Secretary to take steps to recover the value of such assistance, credits any recovered funds to appropriate Department of State accounts available until expended (with authority to transfer to other federal agencies if applicable), and authorizes waivers if in the national interest.
