This section requires (1) the Secretary of State, in coordination with the Director of National Intelligence and the Secretary of Defense, to submit to the relevant congressional committees (i.e., the Senate Committees on Foreign Relations, Select on Intelligence, and Armed Services; and the House Committees on Foreign Affairs, Permanent Select on Intelligence, and Armed Services) a classified report within 180 days of enactment assessing Russian and Chinese intelligence penetration and potential cooperation in Georgia, consistent with protection of sources and methods; and (2) the Secretary of State to submit to the same committees within 180 days an unclassified 5-year strategy for U.S. bilateral relations with Georgia, with a classified annex, that outlines objectives reflecting Georgia's current political environment, identifies required tools, resources, and funding (including whether Georgia should remain a top U.S. funding recipient in Europe and Eurasia), assesses the extent of continued U.S. investment in the partnership, and evaluates Georgia's commitment to expanding trade ties with the United States and Europe.
