H.R. 7670 — Specialty CROP Act of 2026

This section revises the annual report requirement under the Market Access Program (MAP)—which provides cost-share assistance to eligible trade organizations for foreign market development of U.S. agricultural commodities—to require the Secretary of Agriculture, in consultation with the U.S. Trade Representative, to submit to congressional committees a report detailing the competitiveness of U.S. exports of specialty crops (i.e., fruits, vegetables, tree nuts, and related horticultural products). The report must (1) identify and analyze foreign barriers or distortions, such as tariffs, quotas, and nontariff measures (including sanitary and phytosanitary measures); (2) estimate their impacts on U.S. competitiveness and foregone export value; (3) assess applicability of international agreements; (4) describe executive branch actions taken or planned (e.g., under section 301 of the Trade Act of 1974, bilateral negotiations, or WTO proceedings); and (5) detail any unobligated funds under MAP subsection (f)(3)(A)(iv) and related reasons. Before submission, the Secretary must seek and consider public comment and input from the Agricultural Technical Advisory Committee for Trade in Fruits and Vegetables; the report must be unclassified (with a possible classified annex) and publicly available in machine-readable format.
