This section directs the Secretary of State, within 180 days of enactment, to submit to the House Committee on Foreign Affairs and the Senate Committee on Foreign Relations a comprehensive strategy to support a democratic transition in Venezuela. The strategy must include (1) a description of U.S. diplomatic efforts; (2) a plan to prioritize the release of all individuals arbitrarily detained in Venezuela; (3) a description of U.S. efforts to curb foreign authoritarian influence from Cuba, Russia, Iran, and China within Venezuela's military, security services, and government; (4) a plan for using U.S. foreign assistance to support the Venezuelan people, including humanitarian assistance, democracy and governance programming, and strengthening access to basic services; and (5) a description of efforts to support Venezuelan civil society, including independent media, human rights defenders, journalists, and nongovernmental actors advancing democracy, rule of law, and accountability for human rights violations. This section further requires the Secretary to submit annual progress reports on the strategy's implementation, beginning one year after its submission and continuing for two additional years, and to consult semi-annually with the specified committees on the strategy and its implementation.
