H.R. 7679 — CAR SEAT Act

This section directs the Secretary of Transportation, not later than one year after the date of enactment, to carry out an education campaign on the dangers of noncompliant or counterfeit child restraint systems (i.e., car seats and booster seats) that do not meet federal safety standards and on methods for identifying and avoiding such systems. The section authorizes appropriations of $1,500,000 for this purpose, to remain available until expended.

This section expands the purposes of highway safety programs under 23 U.S.C. §402(a)(2)(A)(iii) to include public information and education activities on the dangers of noncompliant or counterfeit child restraint systems, including car seats and booster seats, that fail to meet federal safety standards (49 C.F.R. §§571.213, 571.213b), and methods for identifying such products. (Thus, states may use §402 grant funds for these activities.)
