This section revises maximum monthly stipends for participants in Upward Bound projects (i.e., a Federal TRIO Program providing academic instruction, counseling, mentoring, and support services to low-income high school students to prepare them for postsecondary education). Specifically, it (1) increases the basic living allowance to $180 (from $60) for FY2027, (2) increases the intensive counseling services stipend to $900 (from $300) for FY2027, (3) increases the summer program stipend to $120 (from $40) for FY2027, (4) authorizes stipends up to $300 per month for veterans participating in FY2027 projects specifically designed for veterans, and (5) requires annual adjustments for FY2028 and subsequent years based on estimated changes in the Consumer Price Index (as defined in section 478(f) of the Higher Education Act), with amounts rounded to the nearest $10.
