H.R. 7691 — Fight Book Bans Act

This section establishes a grant program authorizing the Secretary of Education to reimburse covered local educational agencies for costs—including attorneys’ fees and court costs—in connection with appeals or reconsiderations of the agencies’ determinations not to discontinue the use of challenged instructional materials or the availability of school library materials, if such costs are not otherwise reimbursed. A covered local educational agency is one responsible for selecting and providing such materials to public elementary and secondary school students, resolving parental or other objections by discontinuing inappropriate materials, and providing an appeal process for decisions not to discontinue. Grants are capped at $100,000 per determination, with awards required to use content-neutral and viewpoint-neutral criteria. The section authorizes $15 million for FY2027 through FY2031.
