H.R. 7695 — To provide that the final rule titled "Special Areas; Roadless Area Conservation" and issued on January 12, 2001 (66 Fed. Reg. 3244) shall have no force or effect and require the Secretary of Agriculture to construct certain roads on National Forest System lands, and for other purposes.

This section nullifies the Department of Agriculture's final rule titled "Special Areas; Roadless Area Conservation" issued on January 12, 2001 (66 Fed. Reg. 3244)—which prohibited road construction, reconstruction, and timber harvest in inventoried roadless areas comprising approximately 58 million acres of National Forest System (NFS) lands—and prohibits the Secretary of Agriculture from proposing, finalizing, implementing, administering, or enforcing any substantially similar rule. The section further requires the Secretary, acting through the Chief of the Forest Service and subject to applicable environmental requirements including the National Environmental Policy Act (42 U.S.C. 4321 et seq.), to construct permanent and temporary roads on NFS lands (as defined in 16 U.S.C. 1609(a)) as necessary (1) for Forest Service restoration activities; (2) for hazardous fuels reduction activities in at-risk communities, wildland-urban interfaces, or municipal watersheds (terms as defined in 16 U.S.C. 6511); (3) to replace or decommission existing permanent roads adversely affecting forest, rangeland, or watershed health; or (4) to carry out the intent of the Act of June 4, 1897 (16 U.S.C. 473 et seq.).
