This section directs the Director of the Cybersecurity and Infrastructure Security Agency (CISA) and the Secretary of Homeland Security to jointly establish, not later than 180 days after enactment, a grant program to award grants in each of FY2026 through 2030 to eligible entities—including institutions of higher education (as defined in section 101(a) of the Higher Education Act of 1965), national laboratories (as defined in section 2 of the Energy Policy Act of 2005), and consortia thereof—to develop secure artificial intelligence (AI) cyber-physical testbeds for simulating grid-scale cyberattacks and safely training AI models. Authorizes $100 million for the program for FY2026 through 2030. Requires the agencies to jointly submit reports to Congress, beginning one year after enactment and annually through 2031, detailing evolving threats, AI mitigation progress, and recommendations for further legislative or regulatory action.
