This section expands eligibility under the Defense Community Infrastructure Program—providing grants, cooperative agreements, and supplemental funding to State and local governments for infrastructure projects supporting military installations (e.g., to mitigate encroachment or threats to resilience)—to expressly include Indian tribes. Specifically, it (1) inserts "Indian tribes" after "local governments" in subsection (d)(1)(A) and replaces "or local government" with "government, local government, or Indian tribe" each place it appears in subsection (d)(2)(B); and (2) replaces "or local government" with "government, local government, or Indian tribe" in subsection (e)(4)(A)(ii)(I) and adds subsection (e)(7) defining "Indian tribe" as having the meaning given that term in section 4 of the Indian Self-Determination and Education Assistance Act (25 U.S.C. 5304).
