H.R. 7711 — No Rewards for January 6 Rioters Act

This section prohibits the use of Federal funds—including Judgment Fund appropriations (31 U.S.C. § 1304), which pay certain final judgments, awards, and settlements against the United States—or any victim compensation fund to compensate individuals prosecuted for involvement in the January 6, 2021, attack on the U.S. Capitol, including those subsequently pardoned. It also prohibits establishing any compensation fund for such individuals.

This section prohibits disbursement from the U.S. Treasury of refunds for any court-ordered restitution, fines, or special assessments paid by individuals convicted of involvement in the January 6, 2021, attack on the U.S. Capitol, including those subsequently pardoned. It directs the Secretary of the Treasury to transfer such amounts to the Architect of the Capitol. (Thus, payments by those individuals are redirected to Capitol operations rather than refunded.)
