H.R. 7745 — To establish certain requirements relating to wellness checks for the health and welfare of certain members of the Armed Forces, and for other purposes.

This section requires the Secretary of Defense to issue regulations, policies, and procedures mandating wellness checks for members of the Armed Forces following significant injuries or illnesses or sick call, using electronic or telephone methods first and progressing to in-person contact if there is no response, with unlocatable members referred to Department of Defense procedures for missing, absent-unknown, absent without leave, or duty status-whereabouts unknown status. It further directs unit commanders to (1) coordinate with assigned judge advocates for implementation; (2) routinely review the document titled “Commander's Critical Information Requirements” (dated January 2020, or successor) to ensure issuance or updates within the prior three years, inclusion of significant medical issues or safety incidents, and distribution to the unit; and (3) host confidential wellness meetings with subordinate commanders and unit medical officers to discuss significant injuries or illnesses. Additionally, this section requires each Secretary concerned and the Secretary of Defense (for civilian personnel) to develop and implement training courses on the importance of health and welfare accountability—including wellness checks and potential negative outcomes from procedural failures—for service members and Department civilians at leadership and supervisor trainings.
