H.R. 7749 — Quantum in Practice Act

This section sets forth congressional findings on the potential of quantum computing to advance molecular modeling and simulation beyond current supercomputer capabilities, including benefits for Americans through breakthroughs in synthetic fertilizers, medications, energy storage and batteries, lighter metals, protective gear, and superconductors.

This section revises the definition of quantum information science under the National Quantum Initiative Act to explicitly include modeling and simulation (i.e., inserts “modeling, simulation,” after “computing” in the description of using quantum physics laws for the storage, transmission, manipulation, computing, or measurement of information). It further expands the National Science Foundation's quantum information science research program to support quantum molecular modeling or simulation (i.e., adds new subparagraph (H) to direct such activities).
