H.R. 7783 — AI-Ready Networks Act

This section directs the Assistant Secretary of Commerce for Communications and Information to publish in the Federal Register and on the National Telecommunications and Information Administration (NTIA) website, and submit to the House Committee on Energy and Commerce and the Senate Committee on Commerce, Science, and Transportation, a report on the integration of artificial intelligence into U.S. commercial telecommunications networks not later than 18 months after enactment (with a draft published for public comment not later than 1 year after enactment). The report must include (1) an assessment of international and industry standards for AI in telecommunications networks; (2) an analysis of voluntary industry use cases for such integration; (3) recommendations on addressing workforce trends and needs; (4) recommendations on leveraging AI to enhance network security, integrity, and availability; (5) recommendations on how voluntary best practices, government guidance, and existing laws can support transparency, accountability, and public trust; (6) recommendations on modernizing the Communications Act of 1934 to reflect AI advancements; and (7) recommendations for coordinating with federal, state, local, and Tribal governments. In preparing the report, the Assistant Secretary must consult with the Federal Communications Commission, National Institute of Standards and Technology, Department of Homeland Security, Cybersecurity and Infrastructure Security Agency, other relevant federal agencies, state/local/Tribal governments, trusted telecommunications companies (i.e., those not providing covered communications equipment or services), and representatives from academia, public interest organizations, and international standards bodies.
