H.R. 7807 — Honduras Expropriation Accountability Act

This section amends Title V of the International Claims Settlement Act of 1949 (22 U.S.C. 1643 et seq.)—which authorizes the Foreign Claims Settlement Commission of the United States (FCSC) to adjudicate claims of U.S. nationals against specified foreign governments for expropriated, nationalized, or taken property—to include claims against the Government of Honduras for such actions since January 1, 1979 (i.e., expanding from claims against only the Government of Cuba since 1960 and the Chinese Communist regime). Specifically, the section (1) inserts references to the Government of Honduras throughout §501 (22 U.S.C. 1643), including the January 1, 1979, cutoff; (2) in §502 (22 U.S.C. 1643a), inserts such references in the definition of "property" and adds a new definition of "Government of Honduras" to include its political subdivisions, agencies, or instrumentalities; (3) in §503 (22 U.S.C. 1643b), sets a filing deadline of 60 days after enactment for Honduras claims (matching existing deadlines of 60 days after October 16, 1964, for Cuba claims and 60 days after November 6, 1966, for China claims) and inserts related references; and (4) inserts such references in §505(a) (22 U.S.C. 1643d(a)) regarding claim certification and payment.
