This section establishes the Red Star Service Banner—a white field with a blue border and a single centered red star, as approved by the Secretary of Veterans Affairs—as a commemorative symbol under chapter 9 of title 36, United States Code, recognizing U.S. service members and veterans who died by suicide and the enduring sacrifice of their families. The banner may be displayed at residences of immediate family members, veterans service organization offices, workplaces, public buildings (including Federal, state, Tribal, and local facilities during relevant programs), community spaces (e.g., schools, libraries, places of worship), and other appropriate locations, alongside other service banners; it may also honor first responders (e.g., firefighters, law enforcement, emergency medical personnel) who died by suicide in analogous locations. The Secretary of Veterans Affairs, coordinating with the Secretary of Defense, may promote public awareness of the banner, which creates no eligibility for federal benefits or other legal entitlements.
This section prohibits additional appropriations to carry out the amendments made by this Act and requires that they be carried out using amounts otherwise available to the Department of Veterans Affairs.
