This section requires the Secretary of Energy, in awarding financial assistance for artificial intelligence (AI) research institutes under the National Artificial Intelligence Initiative Act of 2020, to designate not less than 10% of such assistance to eligible historically black colleges and universities (HBCUs) or consortia thereof, which may include partnerships with other institutions of higher education. (As background, the AI research institutes program supports multi-institutional consortia to advance AI research, education, and workforce development.) It also adds a definition of "historically Black college and university" to the Act, meaning a part B institution under the Higher Education Act of 1965 (20 U.S.C. 1061).
