H.R. 7827 — Stop Militarizing Our Streets Act of 2026

This section establishes restrictions in new 10 U.S.C. §7545 on Department of Defense (DOD) sales and procurement involving firearms dealers and manufacturers in the commercial marketplace. It prohibits the Secretary of Defense or private operators of government-owned plants from selling military-grade assault weapons or covered ammunition to any dealer and from procuring any items from dealers or manufacturers that sell such weapons or ammunition. For all other firearms and ammunition, it prohibits such sales to dealers and procurement from dealers or manufacturers that fail to meet specified requirements, including (1) federal licensing and compliance; (2) no more than 24 firearms traced by the Attorney General to the dealer in crimes with a time-to-crime of less than 3 years over the prior 3 calendar years; (3) no more than 500 rounds of covered ammunition or 1,000 rounds of other ammunition transferred to the same individual purchaser in any 30-day period; (4) a code of conduct requiring National Instant Criminal Background Check System (NICS) verification before transfers, security measures, refusals to sell to intoxicated or unstable persons or known dangers, remotely searchable electronic inventory records, and other practices; (5) remotely searchable electronic records of ammunition transactions; and (6) mandatory Attorney General training for employees on recognizing straw purchases, illegal intent, theft prevention, and related topics, completed within 90 days for current employees or 30 days for new hires.
