This section establishes an Advisory Council on African Diaspora Engagement in the United States within the Department of State, to be appointed by the Secretary of State and consisting of up to 12 members representing the diversity of African American and African immigrant communities from fields including government, sports, creative industries, business, academia, social work, and faith-based activities. Members serve 2-year terms without compensation or reimbursement; the Secretary designates the chair from among the members and a senior department officer or employee as executive director, after consulting the Chairman and Ranking Member of the Senate Committee on Foreign Relations and the House Committee on Foreign Affairs. The council advises the President, through the Secretary, on strengthening U.S. government connections with the African diaspora in the United States by providing information, analysis, and recommendations on (1) equity strategies coordinated by the Domestic Policy Council under E.O. 13985; (2) support for the United Nations Permanent Forum on People of African Descent; (3) programs such as the Young African Leaders Initiative to strengthen cultural, social, political, and economic ties and advance inclusion and public awareness; (4) educational exchanges such as the International Visitor Leadership Program; (5) public- and private-sector collaboration to improve socioeconomic well-being; (6) Prosper Africa to increase diaspora participation in trade, investment, and development; and (7) other relevant topics. The Secretary provides funding and administrative support using amounts otherwise appropriated to the department; the council meets quarterly or more frequently as needed; and it briefs the Senate Committee on Foreign Relations and the House Committee on Foreign Affairs after each plenary session.
