H.R. 7843 — No Free Rides Act of 2026

This section prohibits recipients of federal public transportation assistance from implementing universal fare-free policies that allow all users to ride without paying a fare. It (1) excepts targeted fare-free or reduced-fare policies for seniors, low-income riders, students, or employees/members of organizations where use is paid via agreement; and (2) authorizes the Secretary of Transportation to waive the prohibition if the recipient identifies a dedicated non-Federal operating revenue source.
